Due to changes in port regulations, Russian Black Sea oil transportation is obstructed.
On July 24, Jin10 reported that oil loading at two major ports in the Russian Black Sea has been suspended due to paperwork related to new safety regulations for entering the port. Two industry insiders said that the suspension affects the export facilities at Novorossiysk Port and the Yuzhnaya Ozereevka terminal of the Caspian Pipeline Consortium. One of them indicated that they expect the situation to be resolved within a day or two. Rules for entering Russian seaports have changed following a series of mysterious tanker explosions in recent months. Earlier this week, Russian President Putin signed a decree requiring that ships arriving from foreign ports must obtain permission from the port captain and consent from the Federal Security Service of the Russian Federation.
