The National Development and Reform Commission clarifies the scope of new infrastructure, with Blockchain included as a core technology.

Recently, the National Development and Reform Commission held a routine online press conference to clarify the scope of new infrastructure construction. Wu Hao, director of the Department of Innovation and High Technology Development, responded to the attention from all sectors of society regarding the new infrastructure.

According to Wu Hao's introduction, the new infrastructure mainly includes three aspects:

First is the information infrastructure. This mainly refers to the infrastructure formed based on the development of a new generation of information technology. Specifically, it includes communication network infrastructure represented by 5G, the Internet of Things, industrial internet, and satellite internet; new technology infrastructure centered around artificial intelligence, cloud computing, blockchain, and more; as well as computing power infrastructure represented by data centers and intelligent computing centers.

Secondly, it is the integration of infrastructure. This refers to the upgrading and transformation of traditional infrastructure through the deep application of technologies such as the Internet, big data, and artificial intelligence, resulting in new types of infrastructure. Typical examples include smart transportation infrastructure and smart energy infrastructure.

The third is innovative infrastructure. This mainly refers to infrastructures with public welfare attributes, used to support scientific research, technological development, and product development. For example, major scientific and technological infrastructures, educational and scientific infrastructures, as well as industrial technological innovation infrastructures, etc.

It is worth noting that as early as the Central Economic Work Conference held at the end of 2018, the concept of infrastructure construction was redefined, incorporating emerging technology fields such as 5G, artificial intelligence, industrial internet, and the internet of things into the category of "new infrastructure construction." The recent statement from the National Development and Reform Commission further clarifies the important position of blockchain technology in the new infrastructure, positioning it as a key component of the new type of infrastructure.
